Carlos Manuel Martins César was born in Ponta Delgada, São Miguel, Azores, and immigrated to the United States in 1987. He married Natália M. Carvalho at Espírito Santo Church in Fall River, and they have two children, Chantel and Chiara Cesar. Carlos graduated from Roberto Ivens School in the Azores in 1981 and earned an Associate's Degree in Business Administration from the Noel Perez Christeen Liceu. He is the owner of CNC and brings decades of business and community leadership experience to his mayoral campaign.
Volunteers with Portuguese marching bands and social/cultural organizations. Hosts TV shows 'Amigos' (Portuguese) and 'Neighborhood News' (English) on BCC community channel.
Raised thousands of dollars through events and grants for scholarships, food pantries, and community betterment. Adopted neighborhood schools providing free educational trips.
Provides over 50 free community events annually from movie nights to cook-outs. Currently renovating an old school to serve as a community center.
Carlos's comprehensive plan to address Fall River's most pressing challenges
Make our communities safer by supporting public safety, enforcing current laws to keep hardened criminals off our streets, working with Bristol County Sheriff and District Attorney for regional safety, and cleaning up our streets with citywide 'adopt an island' initiatives.
Increase school safety, add more after-school and summer programs plus vocational training, support community tutoring to improve literacy rates, fight for more school funding targeted to departments most in need, and advocate for Portuguese culture, history, and language classes.
Work with State House partners to bring energy prices down, fight for new tax credits for small businesses and entrepreneurs, reform business licensing, explore options to make Fall River more affordable, cut wasteful spending, and improve career ladders for city employees.
Host monthly in-person roundtables open to all residents, post public explanations for every major decision, maintain an open office policy at city hall, and fight for more transparency to make city government accountable and accessible.
