Carlos Manuel Martins César was born in Ponta Delgada, São Miguel, Azores. He immigrated to the United States in 1987 and later married Natália M. Carvalho at Espírito Santo Church in Fall River. They have two children, Chantel and Chiara Cesar. He graduated Hight School in 1981 from Roberto Ivens School in the Azores, after got an Associate’s Degree in Business Administration from the Noel Perez Christeen Liceu. He is the owner of CNC.

As a community leader he has volunteered to help Portuguese marching bands as well as social and cultural organizations. As President of the Flint Neighborhood Association he has been responsible for raising thousands of dollars through events and grants that are applied to scholarships, food pantries, invested in the betterment of the neighborhood and Fall River community. Under his leadership, the Association has adopted neighborhood schools, which provide students with free trips to visit points of interest in Fall River as well as other parts of the Commonwealth and the Country.

He also has provided over 50 free events throughout the year from movie nights to cook-outs and is in the process of renovating an old school that will serve as a community center.

He has done some amateur radio and now hosts a TV show in Portuguese, “Amigos” and in English, “Neighborhood News” through the community channel at BCC.

My Priorities

Safety

- Make our communities safer by supporting our public safety.

- Enforce our current laws to keep hardened criminals off our streets.

- Work with the Bristol County Sheriff and District Attorney to promote regional safety.

- Clean up our streets and incentivize "adopt an island" initiatives citywide.

Reform Education

- Increase school safety.

- Add more after-school programs, summer programs, and vocational training.

- Support community tutoring programs to improve literacy rates.

- Fight for more funding for our schools, and target it to departments most in need.

- Advocate for more Portuguese culture, history, and language classes in our schools.

Improve Affordability

- Work with legislative partners at the State House to bring energy prices down.

- Fight for new tax credits for small businesses and entrepreneurs.

- Reform business licensing to make it easier to get started.

- Explore all options to make it more affordable to live in Fall River.

- Cut wasteful spending, and analyze necessary spending, to ensure taxpayers are getting the best possible value for every penny spent.

Political Accountability

- Host monthly in-person roundtables open to all residents to directly discuss the issues they face and hear their feedback.

- Post public explanations for every major decision made.

- Have an open office policy at city hall for all residents.

- Fight for more transparency to make city government more accountable and accessible.
